What kind of 4 link is it? Triangulated or parallel? If it's a parallel with a pan hard, then it may be fine. If it's triangulated, then some pics would definitely help.

This may make me sound like an ass, but from what little I can see in the pics, I'd alredy say cut it all off and start over. This looks like a hack job, the shock crossmember alone makes me question if the installer was just making it up as he went. Also there really should be a crossmember at the top of the notches, with the bags mounted like that, the frame rails will flexing and twist with every bump.

Has nothing to do with show truck or just one to have fun with, it's about safety. When something is half-assed, it's at risk of breaking, then if driving down the road when this happens, you are putting others at risk as well yourself.
Now back to your original question, with it being triangulated, if nothing is bent, then you will have to cut and re-weld to center the axle. If you try to push it over, then you will be putting something in a bind, if you try pushing one side around, then you risk the axle being crooked.
