Rear brakes seem engaged after lift?

Hey guys, last night I was out climbing snow piles in the parking lots around here and really flexing the suspension. I just put SuspensionMAXX shackles on (1" setting ) with new rancho 5000's on top of a skyjacker add a leaf which I think is giving me 1.5" to 2" of lift, (or 3" total.) I put the supplied Smaxx brakeline standoff on the rear axle when I did the shackles, but ever since last night, it feels to me like my rear brakes are constantly on, as if I pulled the cable a little too tight or something flexing the rear. On flat ground, over say 200 meters coasting, my truck slowed from 60km/h to 40 km/h.

Also, the temp is near freezing and the rear drums are quite warm to the touch when I park, after regular driving and braking. It is also really windy up here right now.

Am I imagining things or did I f*** something up? When you lift the rear quite a bit, is there a brake line / cable extension you should be doing? Is there a way to test if the brakes are engaged a little all the time?

There is an adjuster on the cable under the driver door beside the frame loosen the adjuster till there is just a little bit of slack in the cable but the parking break still holds
